In September, President George W. Bush signed into law S.3406, the Americans with Disabilities Act (ADA) Amendments Act of 2008 (ADAAA). This new law, which takes effect on January 1, 2009, keeps the definition of "disability" as an impairment that substantially limits a major life activity but it changes the way that several statutory terms should be interpreted.

Quality of life grant...

QUALITY OF LIFE GRANT APPLICATIONS ARE NOW BEING ACCEPTED

Through our Quality of Life Grant program, families that care for children and adults with autism and other special needs may receive funding to offset their enormous financial burdens. These grants provide families with stipends that may be used for a wide variety of supports related to their family member.

In order for an application to be considered for a Quality of Life Grant, an applicant must:
- Have an individual with a diagnosed developmental disorder or disability living at home.
- Live in the Mid-Atlantic Region of the United States (i.e., Virginia, Washington D.C., Maryland, Delaware, Pennsylvania, New Jersey and New York only).
- Submit a legible and complete application via the NeighborHeart website or via the United States Postal Service postmarked by November 1.

Grant Amounts
Quality of Life Grants will be for $500 per approved individual. Due to the overwhelming need, we will not accept requests of over $500.


Grant Requests
You may apply to use the money for anything that improves your family's quality of life. This may include (but is not limited to) the following uses:
Remediation, Occupational Therapy , Physical Therapy, Speech Therapy, Equine Therapy, Behavior Therapy, Security Improvements, Medical Travel, Respite Care, Membership Fees, Registration Fees, Educational Training and Seminars Educational Advocacy, Vision Services, Other Medical Services, Anything else to improve quality of life...

I am proud to report that the House of Representatives today made a several small but fundamental improvements to House Bill 1150 that will strengthen its scope of mandated coverage for autism services. I can now say in confidence that House Bill 1150 is the best autism insurance reform bill in the country.

This success was made possible by the tireless efforts of hundreds of autism advocates from across the state and beyond who made their voices heard here in Harrisburg.

With your full support, I offered an amendment to include in this legislation precise definitions of mandated care. These definitions ensure than the bill will cover essential autism services, including those to prevent regression.

The House heard your voices, and accepted my amendment unanimously. In accordance with my agreement with Senate leaders, the Senate is expected to concur with my amendment and send the bill to the Governor Rendell for his signature in the next few days.

Thank you all – this bill was a long time in coming, and we could not have done it without your support.

Autism Waiver...

Autism Waiver
Governor Edward G. Rendell announced on May 22, 2008, that Pennsylvania has been approved for a first-of-its-kind federal waiver program to provide home and community based services specifically for adults with autism. The $20 million-a-year waiver program, which is expected to serve up to 200 individuals 21 years of age and older with autism, was approved by the U.S. Department of Health and Human Services, Center for Medicare and Medicaid Services. Prior to its approval, no dedicated services existed for adults with autism in Pennsylvania.

Empowerment Day 2008...

Spectrum Community Services, Inc. through a Special Projects Grant from the PA Developmental Disabilities Council will be holding their second “Empowerment Day” on Monday, May 5, 2008 from 9:30-3:00 at the Best Western Conference Center in Bethlehem. This is a free event!
“EMPOWERMENT DAY 2008” is being held to provide individuals with developmental disabilities the knowledge and tools to become self advocates. Our speakers will not only provide information about self advocacy but they will motivate and enlighten each and every person present. The speakers this year have all been their own self advocates with friends and family to support them. Their stories will inspire all participants to become their own “self advocate”. This day promises to provide entertainment, information, and a chance to see friends, make new friends, and learn new skills. We also will have some display booths with information for you to take home that will help you become a self advocate. Please join us for a fun day of learning and friendship.

The PA Training Partnership for People with Disabilities and Families

Please help us to widely distribute the following information concerning The Pennsylvania Training Partnership for People with Disabilities and Families.

The Pennsylvania Office of Developmental Programs (formerly the Office of Mental Retardation) contracts with The Pennsylvania Training Partnership for People with Disabilities and Families (The Partnership) to coordinate training and technical assistance for people with disabilities and families in Pennsylvania. The Partnership is facilitated by the Institute on Disabilities at Temple University and includes Achieva, Mentors for Self-Determination, Self-Advocates United as 1, and Vision for EQuality.

The Partnership provides trainings across the state to people with disabilities and family members. Some of the available training topics right now are An Overview of the Mental Retardation System in PA, What is a Mental Retardation Waiver and How Do I Get One?, Self-Determination and SIS© and the PA Plus.

One of the goals of the Partnership is to ensure that the trainings provided meet the needs of people with disabilities and families. Your input will help us meet that goal. To help us determine what trainings are needed, we invite you to complete the on-line survey by April 18, 2008.

Autism Community Lecture Series

Friendship House, Coalition Offer Autism Community Lecture Series
Beginning March 19

“Autism Today: A Community Lecture Series for Families and Friends,” will be offered free of charge by The Northeast Regional Center for Autism Spectrum Disorders at Friendship House and the Lackawanna County Autism Coalition, and will be hosted by Mercy Hospital. The series will encompass an array of autism topics including sibling workshops, behavioral strategies for parents and teachers, a forum for grandparents and extended family, and will conclude with a panel of experts discussing current treatments and education trends. Each talk will be held on Wednesday evenings in the Mercy Hospital McGowan Conference Room from 7 to 8:30 p.m. The series is open to the public. Reservations are requested. Interested persons may call Friendship House at 342-8305, ext. 2038.
The series will begin on Wednesday, March 19, with an overview, “An evening of information on Autism Spectrum Disorders (ASD) and Applied Behavioral Analysis,” presented by Christine Remick, licensed psychologist, certified behavioral analyst, and clinical director of the Northeast Regional Center for Autism Spectrum Disorders at Friendship House. Mrs. Remick is also a charter member of the PA Autism Task Force which established “Best practices for Autism Spectrum Disorders” in Pennsylvania. Presenting with Mrs. Remick will be Melissa Cottone, assistant clinical director at the Friendship House autism center, a certified behavioral analysis, and mother of a child with autism.
“Sibling Workshop,” an interactive evening for pre-teens and young adolescents with brothers and sister on the autism spectrum, will be presented Wednesday, April 9, by Amy Saunders, senior curriculum specialist at the Friendship House autism center, and candidate for behavioral analyst certification, and Margie Cosgrove, coordinator of autism services for Tri-County Human Services.
"Practical behavioral strategies for ASD individuals in the home and community," will be presented Wednesday, May 14, by Mrs. Remick and Julie Brister, senior curriculum specialist at the Friendship House autism center. This workshop will be helpful to parents, teachers and friends seeking an understanding of basic behavioral principles and how to use them in increasing appropriate behaviors and reducing maladaptive issues in young persons with ASD of all ages.
"An evening for grandparents and extended family," will be presented by Mrs. Remick on Wednesday, May 28. She will provide information on ASD and treatments as well as discuss the role of extended family in supporting the nuclear ASD family.
The series will conclude on Wednesday, June 11 with a panel of experts.
The Northeast Regional Center for Autism Spectrum Disorders at Friendship House provides advanced early intensive applied behavioral analysis for children and adults up to age 21 and for toddlers as young as 18 months with support services offered in the home, school and community. The Center’s “Respite Care Program,” allows families of children with autism to spend time with spouses and other siblings on afternoons and weekends. Programs are designed with the support of Nina Wall Cote, director, Pennsylvania Bureau of Autism Affairs, and staffed by skilled therapists, many with certification in behavioral analysis.
